HIPAA-Compliant Software Development Services

Your Patients’ Data. Our Engineering Discipline.

Kanda Software is a HIPAA-compliant software development company that treats compliance as a discipline throughout every stage of design, development, and release, not just a checklist signed before deployment. For over 30 years, Kanda Software has engineered and deployed software solutions for 150+ healthcare providers, healthtech companies, laboratories, and precision medicine teams handling protected health information. Companies like Dana-Farber, Dentaquest, Neolab, City of Hope, Sharecare, and others trust us to develop HIPAA-compliant healthcare software with PHI flows, access permissions, encryption, and audit trails built in from the first sprint. Our engineering teams have deep expertise in web and mobile cloud, on-premises applications, EHR systems, patient engagement and management solutions, revenue cycle management, lab, and medical device software.

HIPAA-Compliant Development Services We Offer

Our services cover engineering and development of new products, legacy modernization, integration work, and new feature enhancements. Every engagement starts with a PHI data-flow review to ensure controls match real use.

What HIPAA-Compliant Software Development Requires

HIPAA-compliant healthcare software development starts with knowing exactly how PHI moves through your product. During discovery, we work with your team to understand where it is collected and stored, who can read it, which services transmit it, and how long each record is kept. These answers shape the schema, APIs, identity model, and hosting.

Controls added in the final month cannot fix an architecture that copies patient records into untracked places. Kanda Software maps PHI before writing the first user story.

Four pressures make this harder:

Keep PHI out of scope wherever you can

A record your system never stores needs no encryption, access review, or breach notice. Before designing controls, Kanda Software asks which parts of a product need PHI at all. For Dana-Farber Cancer Institute, Kanda Software built the public PREMM risk-assessment site as a stateless application with no accounts or stored responses, keeping it outside HIPAA scope. The licensed version for health systems, which handles PHI, received the full set of controls. A smaller PHI footprint means a smaller audit and lower exposure in every later release.

The HIPAA Rules That Govern Your Software

Four parts of HIPAA translate directly into software requirements. They bind health plans, healthcare clearinghouses, providers that transmit health information electronically, and each of their business associates.

  1. The HIPAA Privacy Rule

The HIPAA Privacy Rule controls who may use or disclose PHI and for what purpose. Its minimum necessary standard means users should see only the data their role requires. In software, this becomes role design, consent handling, and features that let patients access and export their own records.
  2. The Security Rule

The Security Rule requires administrative, physical, and technical protections for electronic protected health information (ePHI). Today, several of its implementation specifications, including encryption, are “addressable,” which lets an organization document an alternative. Kanda Software builds them in as required controls. Regulatory status as of October 2026: HHS published proposed security amendments on January 6, 2025, that would make data encryption and multi-factor authentication mandatory. As of October 2026, HHS had not issued a final rule.
  3. The Breach Notification Rule

When data breaches expose unsecured PHI, the Breach Notification Rule requires notice to affected individuals without unreasonable delay and no later than 60 calendar days after discovery. Breaches affecting 500 or more residents of a state also require notice to HHS and the media. Your system can meet that clock if its logs show what was accessed and by whom.
  4. The Omnibus Rule

The 2013 Omnibus Rule made business associates directly liable for complying with the HIPAA Security Rule and parts of the Privacy Rule, and extended those obligations to their subcontractors. A software vendor that handles PHI, Kanda Software included, carries its own legal responsibility under these HIPAA regulations.

HIPAA Compliance Considerations by Healthcare Segment

On paper, HIPAA applies the same way to every covered entity. In practice, healthcare organizations carry different risks depending on what data they hold and who touches it.

Our HIPAA-Compliant Development Process

Kanda’s software developers run requirements and development in parallel. For Gulf Coast Pathologists, Kanda’s team identified 95% of the lab’s needs from a single demo of its existing workflows and then iterated on a working model. HIPAA work happens at every stage below.

HIPAA Compliance Checklist: Technical Safeguards We Build In

These technical safeguards are Kanda’s baseline for HIPAA-compliant healthcare software development on any system that stores or transmits ePHI. Each item maps to a Security Rule standard or to a weakness HHS has cited in enforcement. Kanda Software adds security controls beyond this baseline when a risk analysis calls for them.

Business Associate Agreements: What You Need to Know

A Business Associate Agreement (BAA) is the contract the Health Insurance Portability and Accountability Act requires between a covered entity and any vendor that creates, receives, maintains, or transmits PHI on its behalf. That party can be a hospital, a physician group, a health insurance company, a health maintenance organization, or one of the company health plans an employer sponsors.

The BAA has to be signed before any PHI is shared. Development, testing, data migration, and support access all count. A BAA typically defines:
